22 Stephen Reyna the machinery to pump the crude onto the tankers, the laborers who perform this work, their procedural culture concerning how to do this, plus their authorization to do so. Exercises of these force resources have the power of loading the tankers. This is event 3 in the evacuation string. This string evacuates crude oil from the periphery to the center, hence its designation as an evacuation string. The evacuation string connects in the center with other strings which refine and market the refined oil products, all of which taken together make possible capital ist exploitative domination of the periphery. There is a second sort of non-economic domination which directly effects the inhabitants of the oil-producing zone. This domination re sults from the authority devolved on Exxon by the Chadian govern ment to construct the oil complex. The authority is to do what is neces sary, within certain limits, to the people and the environment to con struct and maintain the evacuation string. The limits commit Exxon to certain policies of the mitigation of environmental damage and other policies concerning inhabitants’ welfare. Within these limits, Exxon is authorized to dominate those in the oil-producing zone as its managers see fit with the support of Chadian governmental personnel, especially the police and military. Consequently, as Haroun Kahagair, a member of the Syndicates Union of Chad, states “... it is as if the oil industry runs the country” (Business in Africa, 2005). The preceding informa tion is consistent with the first generalization. Changes in the power dynamics resultant from construction of an evacuation string of an oil complex have led to two sorts of domination: capitalist exploitation of Chad’s oil and political dominion of Sara inhabitants by Exxon. The following section investigates a terrible consequence of this domina tion. 2. Welfare and Terror Evidence consistent with the second generalization is provided through analysis of the strings of events producing terror in the oil- producing zone since the middle of the 19 th century. We begin in the 1800s because it is then that “lionmen” may have been originated. a) Pre-colonial Terror (1846-1902) and the Origin of Lionmen There was considerable slaving into southwestern Chad in the last half of the 19 th century, which came from Fulani states to the west in Cameroon and, more often, from Bagirmi, to the immediate north.
