This has a circular effect. The very fact that people par ticipate legitimates such displays and the reason for them. The King's presence is important to give a focus for the displays, as is the presence of members of his immediate family and that of his brother, the former prime minister, their spouses and children. The continued election of Pohiva and Fukofuka to the Tongan Par liament is evidence that some of their ideas and feelings are shared by many people. There are currently four other People’s Representatives in Parliament, the two Representatives for Vava’u and the two for Ha’apai, (both businessmen), who are sympathetic to the idea of peo ple power and who frequently vote with the three members of the PDM. Only on Noble, the Noble of a village on Tongatapu, is openly sympathetic to the Pro-Democracy movement. He is a bureaucrat and not a member of the Legislative Assembly. However, in spite of parlia mentary representation, the PDM’s views on accountability, the need for greater equity and justice, their wish to protect the exploitation of Tonga by foreigners have been largely ignored. The King and the mem bers of his family, including his affines, are in a very powerful position. The ideas of the would-be reformers are not a match for the ultimate weapon of the conservatives and of the King himself - the invocation of the power of God and the claim that the King rules by divine right and with the support of God. However, ’Akilisi Pohiva has stated that, in his opinion, the king has lost his divine right because he has not done his duty - that is, maintained justice. The Constitution can be changed „by an amending Act passed through the Assembly, accepted unanimously by the Privy Council and approved by the Monarch“ (clause 79) (Powles 1992: 7). It is unlikely, unless the Pro-Democracy Movement is able to recruit a considerable amount of support from the nobles, that a majority of nobles would pass any Act in Parliament which would increase the power of com moners by limiting the King’s powers and simultaneously limit the rights and powers of the nobles. Latukefu (1975: 89), concluding his history of the Constitution writ ten to celebrate the hundredth anniversary of its inauguration, noted that: The Constitution was designed to safeguard the welfare of the country in perpetuity, but many of its provisions were concerned with the specific needs of their day. Some of these needs have changed over the years, as Ton ga has become modernized. His Majesty has himself pointed out that Land and Parliamentary Representation are two matters requiring reform.
