Ildiko Beller-Hann and Chris Hann: Peasants and Officials in Southern Xinjiang 25 ded, the most recent case being the application of new technology in peasant maize production. Family planning policies are another example of the state’s wise tutelage. This charitable’ interpretation of state policies pays no attention to the views of the peasants themselves. The latter have proved their innovative abilities in agriculture ln the past, notably in the development of the region’s complex irrigation systems. Yet contemporary state officials portray the peasants as intrinsically conservative and an obstacle to modernisation. They do not allow for the possibility that the peasants may sometimes be right, may know better than the officials. This may apply not only where knowledge of their own natural environment is concerned, but also in economic decision-taking, such as the undertaking of specific tasks using their own draught animals rather than machine technologies when the latter are expensive and inefficient on very small plots. The less charitable view of the state’s policies might be summarised as follows: behind the rhetoric of the socialist market economy and the promotion of entrepreneurship, the intention has been to preserve the old structures, without opening up any significant opportunities for development. From this perspective the present system is a fusion of the ancient subsistence orientation with the hierarchy of supervision that was imposed under Mao. Because the population has increased, the average size °f the farms is smaller now that it was half a century ago. An intensification of production has occurred, but it is more like a sterile involution (in the sense of Geertz 1963) than a substantive deepening of the productive system. Improved seed and fertilizer have enabled higher yields, but the technologies are little changed and peasants are right to see the futility of trying to become commercial family farmers on such uunuscule plots. 19 Given their location, the best options for the peasants we surveyed °n the fringe of Qa§qar city lay in the petty trading economy of the city itself - which is why so many of them chafed over the state’s insistence that they produce cotton. Although outsiders frequently romanticise their conditions, and although the peasants °f this district may gain deep satisfaction from continuing to produce their own means °f sustenance, most of these families would welcome the opening up of more °Pportunities for development. This does not seem to be happening: on the contrary, Although for the majority the path of rural embourgeoisement is firmly blocked, some limited accumulation is taking place in the area of our survey, mostly related to non-agricultural activities, without closer specification of private property rights, this seems unlikely to lead to sustainable growth. The population density here is too great to allow some farmers to expand their operations without threatening Te subsistence of others. However, in other parts of Qa§qar county and the province of Xinjiang new lands are being opened up. There is scope here for private farming to emerge on significant acreages and indeed, although most of these new lands are still being farmed by the state, we were informed that some family farmers with highly capitalised enterprises are beginning to appear, with generous state assistance. However, if these are being operated not by the Uyghur natives of the region but by Han Chinese immigrants from other parts of the country, this can only be a recipe for conflict at some future date.
