Migration and Urbanization in Haiti* By Michel S. Laguerre In the past two decades, Haitian society has gone through some visible transformation in its social landscape, partly caused by a sustained trend of internal and external migration (Bertrand 1972, Marshall 1979, Oficina Nacional de Planificación 1981). Port-au-Prince, the capital city of the republic, provides us with a niche where the main impact of that migration can be studied (World Bank 1979). That impact evidently takes various forms, from the restructuring of the urban political class system to the growth of the tertiary sector, from the low income housing crisis to the upper-class’s modern style of architecture, from the spread of slums to the inadequacy of public facilities and services, from a slow growth of the private sector to the relentless and shocking display of urban poverty (Fass 1980, Godard 1983). Many of the variables that help explain the problem of the manageability of the city are closely linked to the question of in-and-out migration. * 1 I want to study within the context of dependency theory the extent to which these forms of migration have an impact on the primate city of Port-au-Prince (see Cardoso and Faletto 1979, Castells 1971, Roberts 1979). The migratory movement is reflective of the dependence status of the rural areas vis-à-vis the capital city and that of Port-au-Prince vis- à-vis the United States. Here one finds for example individuals at the periphery of the periphery moving to the center of the periphery (rural- urban migration) and individuals at the center of the periphery moving to the center of the center (out-migration) (Galtung 1971). In that light, the primate city functions both as a Center where rural migrants move to, and also as a periphery from which urbanites migrate to the United States. Seen from this angle, Port-au-Prince is both gaining a new population and losing part of its autochthonous population (Locher 1978, Saint-Gérard 1975, Valès 1970).
